The Central Arbitration Committee (CAC) are an independent body whose main function is to adjudicate on applications relating to the statutory recognition and de-recognition of Trade Unions for collective bargaining purposes, where such recognition and de-recognition cannot be agreed voluntarily. CAC are located on Acas premises and utilise Acas's IT infrastructure. Since CAC's creation in 2000, they have processed approximately 700 applications, receiving an average of 1 - 2 new applications per week and with case working on 5-6 cases at any one time.
Transforming complexity into efficiency
Given the strictly defined nature of the arbitration process, and the complexity of each case, CAC used a case management tool called the Trade Union Recognition system (TUR) to track and manage the process and associated outcomes. The TUR system, despite being very robust, no longer provided all of the functionality required. CAC, therefore sought a system that was based upon a technology that Acas could easily support from an infrastructure / operational perspective, that was able to address these functionality gaps in a cost effective manner and that could easily be amended / extended in line with legislative changes.
Addressing the needs of every user
SFW worked with CAC to capture and address their requirements both from a case management and technical perspective, ensuring that the needs of each user role were addressed. SFW then built a web application which delivered on both reporting and case management requirements, including the introduction of correspondence features.
